No they can't.

This has repeatedly been pointed out and repeatedly looked over.

The Jump Potions level you to the end of the LAST expansion. If done today any player using it would still have to play through the entirety of HW starting with strolling into Ishgard. The last ten levels they have to level normally playing through the latest expansions MSQ. They CANNOT simply drop a Jump Potion and start playing endgame.

If it is P2W its a pretty crappy deal.

That's a trick question, because "winning" is subjective. If you don't care about stats and only about appearance, selling the current raid gear is not Pay to Win, because your "Win" doesn't depend on stats. If your "Win" is best in slot gear however, selling stat-less cosmetics isn't Pay to Win because your "Win" doesn't depend on appearance.

You can also use the economical approach: Let's say you're saving around 48 hours of your life in playtime. If your life expectancy is around 80, that means you're winning 0,16% of your life's worth. Gotta judge for yourself how much you value your life there. An alternative would be to take the hourly wage: At 8 bucks an hour, you'd win a net 364 (384-20) bucks through the potion.

It doesn't even bother me in the slightest tbh and I'm a veteran player. How do people actually expect new players catch up with players who are 3 years ahead of them?

At the end of the day this is not a Pay for Clear. They still need to do primals and savage. So the new people will have no choice but to HAVE to learn no matter what. I don't understand why the drama. It does not affect my game play at all.

And why are you all nay sayers complaining anyway? If the VAST "majority" don't even help new subscribers at all? I always see many PF looking for help like trying to clear coil or wanting to learn savage and NO ONE joins to help or they get "have you watched a video?" it's not a video that they need is PEOPLE that they actually need .....

Lol you said what I was thinking. It's easy to criticise; less easy to offer alternatives and open yourself up to criticism. The problem with changing old content to make it more streamlined is this takes dev resources away from creating new content, and you can bet people would not be happy about the delays that would cause. Jump potion is a quick fix to allow new players to bypass old content if they desire. It really doesn't hurt existing players who already cleared the old scenario for free. Offering options to people will help prevent the death spiral of the game. Most people will still play old content the way we did. Some may buy a skip, that's their call. If they find story quests painful or just want to catch up to a friend to play the same content together, it is good to have the choice.

A jump past what is now current content. Potion won't be released until after SB sometime, maybe not until right before 5.0. All that means is they are waiting for after the goalposts have moved on. Would you be so blasé about it if it was to be released before SB, when the content skipped past is still current?

Yet it IS "Pay for Clear" for all the MSQ and associated dungeons. Every single one of them that gets skipped, is considered "won" or "cleared".

But it doesn't have to be that way lol. There is a simple solution for this. Add new content that anyone can play. As said before, more content accessible at lower levels. PotD is already a perfect example of this. And it's attracting early game and end game players both because both players have an incentive to do it. (rewards, goal to reaching the top, etc). You can also play together, wasn't that the intention in the first place because of why a potion is being implemented? Now, regarding MSQ, that's going to take some time of course. No need for a whole rework, just tweaks to the gating, and restrictions. A skip for unnecessary filler jumbo in the story would be fine for me as well but not the whole thing. I'm getting tired of repeating this, but in order to make a great game, you gotta try to improve it in all areas, make it enjoyable in all parts of the game. This will benefit in the long run. The potion isn't really going to fix this. New players are still going to quit more than buy the potion because this doesn't fix the origin of the issue.
