It wouldn't even be half a start. It would lower the demand by maybe a couple dozen houses per server, because there aren't several people with 20 houses each, if any. Adding one more division would have a larger impact.

I can think of multiple players on gilgamesh with 20+ houses. Most of those are just people trying to flip/sell them for 10-20x what they're worth. Adding another division would likely just have these exact same people buy up >half the plots anyway.
In order to have 20+ houses on the same server, you would need multiple paid accounts. Just because someone says they have 20+ houses, doesn't mean they do. If they have friends owning them as a proxy, your solution would do ziltch.

It would do _something_ because there are people who have many alts with many houses - sure the number with 20+ might be pretty few (though they're draining resources extraordinarily) there are many people have 10+ also.
Your solution is "there's no problem just ignore" which just isnt reality. The other day someone trolled on our server claiming something was going to demo soon.... no fewer than 30 people showed up to try and buy it...

My solution is to keep the minimum prices for houses where it is, and up the starting price to 10x what it is now. The reverse auction system is a great idea, but pointless when the starting price is a fraction of what people are willing to pay.
How many people do you personally know of? You're trying to gets the townspeople to break out the torches and pitchforks with incredibly vague information.
Also, are these people that are permanently holding on to these large quantities of houses, or are they simply buying and reselling them? Resellers aren't draining resources; they're just shifting them from people that camp the housing districts and get lucky to those that have large amounts of gil.
With just one account you could hold 16 houses to yourself (8 x personal and 8 x fc). Just a couple of accounts would let someone hold up to 32 houses if they were driven enough to level that many characters.
