To me the solution seems pretty simple just add the story skip potions and perhaps increase friendship/mentor exp till lv60. It would take less than a week to reach lv60 and you wouldn't have that storyline roadblock allowing you to unlock the new jobs at lv30 if SE follows heavenward path. And makes the unlock quests capped at lv30. No reason to add lv jump potions. If someone friend cannot spend a 2 hours a day for 7-10 days to help his friend lv to 60 perhaps your friend should consider whether this game is for him or if he's just going to be his buddy helper.

And again by not fixing the leveling expirience what is gonna happen is that skip potion is gonna be mandatory if you want 2 reach endgame requiring spending extra cash. That's a huge negative in my books. And because we are not WoW and you cant just LFR to level up and access endgame people who are not willing to spend the money in 1-2 years will just never play the game. The real solution is to streamline and fix the leveling experience making all cut scenes skippable but still force a progression via the MSQ.

I believe when they announced that they said they do have plans to implement a new rewards system.
My guess since the issue raised with the old system was it made the more recent rewards further and further out of reach for newer players even if they are loyal, is they will implement some kind of veteran currency system where you earn a veteran currency as you stay subs that you can turn in for veteran rewards. Of course that's is just a guess.

Making someone go through the story will not make them much better than they would have been with a jump potion. The MSQ teaches nothing about how to play your job. Bad players come from a mentality of it being ok to do the minimum required amount of effort to clear something. Story doesn't change that, Hall of the Novice teaches more than the entire story does, the only thing people learn from is themselves, and other players. The content is simply not punishing enough and the minimum bar to pass is very, very low.
People who don't care will continue to not care, if they cared they'd reach out for help. The skip doesn't change this.
