This is my original traceroute when I first starting having issues an hour-ish/2 hours ago:
Needless to say, I've never seen so many asterisks before! And it usually doesn't take me 18 hops to reach Cactuar--I can get there in 12-13 usually. And I've never seen any latency as high as 503 ms. Highest I see is usually 150-200ms around Level3's servers.1 34 ms 1 ms 1 ms

It is worth noting, I think, that others have mentioned that there is a lot of snow up in Montreal, which could be leading to these issues.I believe that at least one of the IPs in your traceroute (xe-8-3-0.mtl10.ip4.gtt.net [141.136.105.74]) is also located in Montreal.Actually that IP is coming up as being in France! The eff. Hmm.
So this could be weather-related, and not Level3 just being Level3. I will do another traceroute myself to see what it looks like now (still can't connect, however....2002's everywhere).
