What they need to do is put the NA servers...in the U.S.A since the issue's usually revolve around the lvl 3 in canada... not sure why they would even put them there, blows my mind.

Well, it's not SE's servers, it's Level3's servers. There's nothing SE can do to make Level3 move their servers, unfortunately.
I route through Level3's Montreal servers to reach Cactuar. And that's where I start having issues is trying to get through the Montreal servers to connect to Cactuar.

IDK if it's Sq-E or something down the line but I'm starting to get fed up with Dc's and Lobby Errors. Sq-E gets my money every month and I expect to be able to plat a stable game. If Sq-E has problems with server's in Canada ; It's up to Sq-E to fix or change those servers. Love this game but it's getting to be too much of a hassle to play.
Actually most of the time the Level 3 issues are in the US, I'm i'm in Canada and this is only the second time (granted 2 in a week, but still) that a Level 3 issue has caused problems with me connecting to Final Fantasy and I've been playing since essentially the launch of 2.0. I'm also not entirely convinced that this is entirely a Level 3 issue, since I was having serious issues with logging in to the forums and the lodestone as well, not accessing them, but actually logging in with my account.
I asked a tech friend about this (because my character data/lodestone data isn't showing up at all either), and this is basically what he said:Actually most of the time the Level 3 issues are in the US, I'm i'm in Canada and this is only the second time (granted 2 in a week, but still) that a Level 3 issue has caused problems with me connecting to Final Fantasy and I've been playing since essentially the launch of 2.0. Character information is not stored on the Lodestone, but rather, the Data Center/server your character(s) exist(s) on. The Lodestone pulls your character information from whichever Data Center your character is on. We'll use mine as an example: Cactuar. So, SE's website is trying to access Cactuar to retrieve my character data, but since it's hitting a roadblock, it cannot access said data, just how I cannot access the server (in my instance, my roadblock is Level3, which can be seen in my traceroute below). He said that it is possible the website is taking a similar route to the server that my computer is taking, and therefore hitting the same roadblock I am hitting.
However, I know that others are posting traceroutes that aren't showing Level3 anywhere at all in theirs. With regards to mine, though, I can see where the issue lies, and it's with trying to get past Level3's Montreal server to connect to Cactuar.1 34 ms 1 ms 1 ms

Someone also said that there's a lot of snowy weather in Montreal right now, so this could be just weather-related, and not Level3 being DDoS'd or a fiber being cut, or generally their servers being derpy. This is also something to consider.
With regards to the issues three days ago, though, Level3 did acknowledge on their Twitter account that they were having problems with their Montreal servers.
It is also worth noting that, while Level3 has the most operations in the US, it also has operations in other countries as well--and it serves as a major Internet backbone, which doesn't just encompass the US. Again, this may very well be a weather-issue, and not Level3 being DDoS'd or being derpy. But it's still something to consider that Level3 is not just limited to the United States.
Idk, I'm probably rambling now, but I'm thinking the issue lies in that some servers that some individuals route through are having issues (probably weather-related for those of us that route through Montreal's servers), and SE did acknowledge that the issues today lie with an upstream ISP.

No, people in Balmung also have issues. Same old song and dance every month or two. Thanks Square.
