I think they were more talking about lore-wise. Roegadyn are not directly Galka, Miqo'te are not directly Mithra, etc.

Design-wise, they can do all the resemblances they want, but lore-wise, they're entirely different races. Which is why if a Viera-like race were introduced, it would not be exactly Viera.
