Sudden lag spikes and DCs on NA Data Centers?

If you aren't connecting through Level3, and if Level3 is the main issue here, then your issues could be located elsewhere.
What did the first 8 lines of your traceroute look like? Did you have relatively consistent hops? If your hops are higher in the first couple of lines, then that could point to a local network issue, rather than something further down the connection route.

My issue is connection from my ISP/DMZ to Level 3
