It would be an insult to players who did the campaigns but I have a better solution. Put the items on the cash shop, but wait a year (like seasonal items). Have the items go in the cash shop in Dec 2017, so that everyone can get them. This way, players who did the campaign can enjoy the items, and then they are accessible to everyone once they are no longer relevant.

As Zanarkander already stated, the amazon.fr promotion wasn't announced anywhere other than on the French lodestone page. Anyone not checking on this thread regularly wouldn't have known about it.

My country (The Netherlands) actually had what looked like a start of their promotion with a game magazine called Power Unlimited, since previous month's issue included the codes for the Ifrit mask and the MGP card. People likely thought they could just get two issues for the following months to get all the ingame items, and passed on the amazon.fr one. Turned out that current month's Power Unlimited didn't have any codes at all, and it seemed to have been a one-time only thing.

Perhaps the NA or JP players would be, since they actually had a good promotion. I can't imagine all that many EU players being insulted about this, due to how most of the promotions were terribly handled.

They could sell EU codes on the mogstation, or put them into the europe boxes of FF XV
