I would definitely report that under harassment. 'Spoilers' may not be explicitly against the ToS, but deliberately doing things to upset other players definitely is.

Regular conversations occur via shout every single day in which I've played on 3 different servers. See how your and my personal experiences differ? This is not a valid argument as proof of trolling. The context was given was shouting. If you are just randomly shouting spoilers, the intent is fairly clear. If you're in the middle of a conversation and a spoiler slips, then it's clearly not. It may vary depending on server, but regular conversations don't happen via shout that I see.
No matter where you go; there you are.
Providing reasoning for assumed context is not the same thing as providing evidence.

It sounded as if you thought I was attempting to provide evidence for an argument, when I wasn't making an argument. I was providing reasoning for my assumption that guided my opinion.

Last I heard from a GM, pretty much anything that can be interpretable as something that can offend someone, AND the GM agrees, (even if its not an insult, but just information abot something they dislike) then it is. (Though Ive never seen this rule myself.)
In short, if the GM who was told doesnt like it, you're probably getting in trouble.
If the GM finds it funny, then you probably wont. (though u still can in some cases)

From Fantasy XIV FINAL FANTASY® XIVUser Agreement:
"Game experience" is kind of wide definition, so technically that could include acting like a jerk on a region-wide channel such as Shout3.2 Disruption. You may not in any way disrupt or interfere with the Game experience of other players, including the disruption of Square Enix's computers and servers.![]()

Does the blacklist not exist for this exact reason? To ignore and block out players you don't like without crying "Harassment" to the GMs (who have better things to do).
You have been extremely vague in your title post, are they being antagonising? intentionally disruptive? or are they having a discussion through shout? because the answer is based on how they act.
