The last I checked on Balmung (about 2 weeks ago at the start of November) there were still rooms available in some of the sub-divisions in the goblet. They said they wouldn't open up more apartments until all the apartments were all filled up. My guess is that until those apartments fill up you won't be seeing new rooms on Balmung.

Which at this rate will probably be never because nobody wants to live in the goblet.
