Simply following the game though, beast races are generally considered enemies, except for one tiny tribe that feels like the most obligatory quest givers ever. I'm not sure why we're given quests to help the enemies, but it certainly feels very contrived.

Aren't you playing as a race that is half dragon? I don't care how anime they made Au'ra, you are still half dragon from a lore perspective. Also, You can't say the beast races are considered enemies. In a lot of cases yes, but that does not devalue the chance of getting a beast-like race. You say that beast tribe quests are contrived, and they might be for maybe 4 of the beast tribes (all of which are ARR), but in Heavensward there was a much greater push to establish conflict between beast tribes, and alliances between them one half of them (like the sylphs).

Incorrect, they are anything but related to dragons, as the lore which you think to quote has specifically detailed. Yes, people of Eorzea ASSUME they are of dragonkin by their appearance, which does actually create distrust and a social rift for them. But they are nowhere near in relation to dragons. Their "horns" aren't even the same, nor are their genetics even remotely similar. It is all purely coincidental until those in control decide otherwise.
