Consoles use Tweaked settings to begin with, then they can't do 60FPS at 4k even on Skyrim that's a 5 Year old game.
Also let's take a look at Pro 4k vs PC 4k: http://i.imgur.com/W74FagK.jpg

I know you don't mean to mislead, I play this game on PC i7 4770k SSD 16GB GTX780 1080p frame rates in Idyllshire peak hour 43fps to 60fps and PS4 SSHD 20fps 30fps to & PS4 PRO non patch SSHD 20fps to 30fps. In the dungeons area PS4 & PS4 PRO fps from 40fps to 53fps. raid 8 to 24 man PS4 & PRO 40fps to 53fps ,in your room ps4 & PRO 60fps (PC in dungeons & 8 to 24 man raid 60fps) this is my estimate

So all in all, if u don't have a 4K tv it's not worth upgrading IF you have already changed out your hard drive? lol
Funny thing is Digital Foundry tested Last of Us and it actual ran worse as the remastered 1080p version

you don't need to have 4k to benefit PS4 PRO, having game run at full 1080p and higher frame rate if games company can patch it so worth it to upgrading just for better FPS
I'm play BF1 on PS4 PRO I get batter FPS then my old PS4
here from Digital Foundry BF1 Analysis https://www.youtube.com/watch?v=Qu705pp0mv0
