They wouldn't be scaling back the rewards a little. They would be gutting them. Reliably being able to make 1 million MGP or 20 tier 5 materia in a week for running even say all 16 entries? Yeah, that's never going to happen.
However if all someone is going to get is say 30000k MGP for getting 4 lines or say 200 lore for 3 lines most people won't be interested. Certainly they wouldn't be able to put up the gear they offer. They might be able to say have 220 gear but certainly not something better than the best craftable stuff at the moment.

Because everyone can get all the rewards by grinding harder, it would be like weekly tomes except it's 16/16 (each instance giving you 1) instead of 450/450 (each instance giving you ~50). You then "buy" your items with your 16 stickers by having 4 rewards handed to you.
And since everyone can "cap" these stickers, the rewards are probably going to make a lot of people uninterested in them.
After a while people either hate it but continue doing it, or burn out and don't care anymore. (Ignoring the fact that you get increasing returns with more stickers which encourages people to complete it...)
The nature of a lottery (the current system) makes it more thrilling. Not saying it's great, but it's better than grinding.
Edit: This is tldr
Eliminating the RNG aspect would significantly reduce the reward-- to the point no one would bother. People are consistently doing Wondrous Tales right now because the mere chance of three lines is incentive enough to motivate them. If you were guaranteed a reward for just grinding sixteen stickers, it'd be something like 150 Scripture. At which point, why not just do your Roulette?

I liked the WT initially until I realized SE screwed it up the same way they usually screw things up: by adding RNG. If the RNG absolutely has to stay, then at least let us shuffle with nine stickers.

i see no problem with RNG. the problem is RNG is a lockout in itself. you can either lock out things by RNG or with something like an hard-cap with a weekly-reset (like tomestones), or with a really long and painfull grind (relic questline) - okay, locking things out with RNG is also grindy xD
the problem square enix make all the time is combining these lockouts into a super-lockout. you are locked out that hard, that you don't even bother anymore in trying to get in...
It is fine for the current.
Random is fine.
Making the games grinding, no thanks!
The whole reason why the rewards are so good is, because the odds of wining them is very low. If they were to remove the random, then they need to remove the current reward and replace them with items that most players will not like. If they remove the random part, they will need to remove the minions, 1Mil MGP, Ilvl250 gear and Materia voucher items.

This could work, if you had to turn in your book after a certain period of time (two weeks). As it is right now, I believe you can just hold onto it as long as you like. Sure, you won't be able to get the new rewards, but this week I have Ornate Ironworks for three lines. If I could spam shuffle at nine stickers, I might just keep that book for weeks to see if I could get Ironworks.

You have a deadline of 2 weeks from the initial book. After 1 week you can get a new book though. So you can technically get 2 books in 2 weeks. If you look at the top of the book you have, under Wondrous Tails, it shows the deadline. This could work, if you had to turn in your book after a certain period of time (two weeks). As it is right now, I believe you can just hold onto it as long as you like. Sure, you won't be able to get the new rewards, but this week I have Ornate Ironworks for three lines. They outright said if they allowed a shuffle with 9 stickers they would have to nerf the rewards. The rewards for 2 and 3 lines are really good. Not everyone should be able to get them otherwise it would devalue rewards of similar scale.
For the sake of game balance, which everyone wants wether they realise it or not, either is no RNG but average rewards or RNG with great rewards. No RNG with great rewards would turn great into average.
