Well i don't see them removing the cap, it would imply that people could get let's say now, full i260 gear even on first week of 3.4, it would remove the purpose of Crafted i250 and Normal Alexander i250, it however wouldn't remove the purpose of doing Raids because Raids provide i270/5 and the item to upgrade from i260 to i270.
However, they should increase the cap, 450 is too low, not everyone is ready (or has the Gil for HQ crafts) for Savage at it's launch unless you are part of a big FC where crafters pretty much craft you the latest HQ Crafted Gear for free.

Almost everything in this game is limited somehow, and it's becoming very frustrating.
