You get training points every time you rank up. If you have used them all then the only thing you can do is shuffle them between different stats.
You cannot add or deduct from the total amount of stats you have while shuffling - your math must be wrong.
Do note that it clearly states how many stat points you have in total and how many you have used

Yes, this is purely for when shuffling stats, after you've reached the total allowable for your current rank. The math is correct for that situation.

When you've just ranked up and have additional points available to allocate (without subtracting them from another) then they can always be added as normal.

Aha, I think I missunderstood your earlier statment.
To be honest for the most part i keep my stats fixated and shuffle my team members to meet mission requirments - rather than retraining their stats
