Interesting. So, would you give those players access to the ARR and HW zones but with no MSQ questline enabled? Start them level 50/60?They could add the ability to jump straight to SB right off the bat and not kill the lore completely, but there should be a trade off. The trade off? All MSQ are counted as complete and cannot be viewed in the inn book since you never did them.
The reasoning behind this would be that you are a new WoL that was not part of the events prior to SB, as such, you go train on your own until strong enough to enter the resistance movement and help with Ala Mihgo.

Reading too much of the forums makes me very sad and apathetic.
So, would they have to pay for ARR and HW content in any way?
Also, what's to stop them from viewing the cut scenes on You Tube, circumventing the measure that you're putting in place?

Nothing. Is there anything stopping you from watching 1.0 cutscenes on YouTube? Different, but slightly related.
The idea is simple, if you want the story, then you have to start at the beginning of the timeline which is 2.0, then complete everything up to SB.
If not, then choose to start at HW or SB. However, the events of HW and/or ARR have already occurred for that character.
Someone brought up Dragon Age earlier.
I could create a character and use the same character from DA to DA2 to DA3. I could not take my DA3 character and use it with DA. The difference here is that I can go and do things that are not based on a timeline out of sequence.
I see the value in both arguments for and against making people complete the MSQ. I think people should be given a choice of what they want.
If they decide later that they want to experience the story first hand, then make a new character. Just like how DA handled it since that was put out as something acceptable.

Personally, I'd start them at level 40ish. There's no friendly NPC's that go higher than maybe 35 so they'd basically be slightly stronger than the average npc.
