Why do you think they really made palace of the dead accessible at level 17?The VAST majority of people who play this game in the west are never even at the end game. ~60% of the actively subscribed player base in NA and EU at any give time, esp more than a month from a content patch, don't even have things caught up enough to have newest dungeons unlocked. They are either people who mess around with low level stuff for a time on a few characters then quit or are at level 60 but not far enough to have everything unlocked.
The vast majority of players who are at end game and care about jumping into raids in NA and EU form statics because you can't trust pugs to care about wasting other peoples time by looking up fight mechanics or knowing how to play their job properly. JP care about wasting other peoples time because of cultural differences. NA just queue up because they are bored or want glamour items.



Because they couldn't make it accessible from level 1? It's a gear and level independent content, there's no point in gating it.
Now, if you were to ask why they made Palace of the Dead such a type of content in the first place however, then your point might have some validity. According to the latest unofficial census I could find (there are no official ones), 67% of the "active" NA character base (because unofficial censi can only count characters, not players) cleared 3.0 MSQ and 52,7% at least cleared it up to the most recent expert dungeons - Only about 35% however cared (or was able) to finish it fully. That's a pretty hefty jump (and in fact by far the biggest fall off between the measured periods there is), but if you assume that people are averse to difficulty and realize that Nidhogg, a by MSQ standards fairly difficult trial, was in the way, that becomes rather self-explanatory. The number and effect of alts can unfortunately only be guessed.
