It's cheaper then you think, considering all the voice assets and CG work is already in the game. It will take some time and effort to cobble together all the cinematics and cutscenes together, but it's not undoable.
The alternative is to create an introductory scenario that creates a character at level 30, 50, or 60 and then puts you at the start of the new content. You of course would not be the warrior of light (yet), but that seems more feasible considering SE already suggested they were doing branching story/dialogue depending on what class/job you are.
The problem is what happens when you throw a new player who hasn't learned any of the other big/difficult fight mechanics into something like an Extreme raid, or perhaps even a difficult dungeon. It could end up creating a community where the new players feel unwelcome, or that the game isn't for them, or even toxic.
