Is it really rewarding when you can just throw money at the marketboard to obtain these items? If he really wanted it to feel rewarding (and punishing if you just can't get the blessing of the RNG gods) he'd make the rewards untradeable.People also asked for Wounderous Tails to be made easier by allowing players to place stickers wherever they want. Yoshida went NO >: ( then said the high tier rewards is what makes the luck worth it and it wouldn't feel as rewarding if you could get it all the time. Plus he (or Koji?) said "It's only been 3 weeks! You only done this 3 times so far!"
Being able to sell them is what makes it possible to have such RNG, if they were pure RNG with all luck just to get the tier 3 and no other way, then that would hurt. Least keeping minions at tier 2(for now) gives everyone a fighting chance to obtain them because they can try as many times as they are willing to shuffle for 100% chance to obtain them.

Are you "punished" if you pay a lottery ticket and lose? I'll agree, the RNG is a bit too steep, especially seeing most people opt to upgrade their chest piece first with scriptures. Granted, it's not bad for secondary jobs or some good gil.
