That picture is the current Garlean general in charge of Ala Mhigo, specifically of the XIIth legion.

Presumably Zenos and the XIIth only recently gained control of the city though, given the fact that Gaius was the Garlean Viceroy of Ala Mhigo from it's annexation back in the 6th Astral Era until we kinda left him to die on his own funeral pyre that was the burning remains of his fortress at the end of 2.0.

I wouldn't necessarily say recent. I assume he was installed when Gaius went wandering.

The attire the hyur wears in that teaser maybe that's monk AF3, just like when the derplander at the end of the HW's trailer was seen wearing the AF2.
