I may be wrong but I think they have to hit you with their special enthralling magic or whatever (e.g. Ifrit's blue fire breath thing) in order for you to be converted. If you can dodge it or prevent it, people without the Echo should be fine.

Not every primal is big on enthrallment either, which explains why you don't come across tempered subjects for each one.
