Has anyone else noticed this? I have been doing Soul of the Creator on primal data center and when healer LB3 goes off people rez with weakness still and those who had it already do not have it erased. Does this only work in certain content?

I think it's probably a bug. In most LB3 situations I've been too busy casting protect and saving people still not paying attention to really check but on two separate runs in Alexander I did notice that weakness was still in effect after the LB3. I've also had some weird interactions with dks using living dead before LB3 is cast and then they die right when everyone else is raised despite being brought to full health by the LB.
It's working as intended. LB3 won't give penalty but if you already have weakness, LB3 won't remove it.
Players revived using the following limit break actions will be revived in a non-weakened state. Furthermore, players who are weakened at the time of revival will have their weakness counter reset.
It's worded badly yeah, but the only way it makes sense to say anything about it is if it was meant to "reset to 0" as in remove it. There's no way they'd make the LB put your weakness back to full duration, and if it was intended to not remove it, why mention it at all?
I really feel like this can't be "as intended". When you're dead, you lose all of your buffs and debuffs, and LB3 is intended to cleanse weakness in the living members while rezzing dead members WITHOUT weakness, but somehow if you had weakness when you died you have it reapplied and the timer resets?
That's my experience of how it's worked, anyways

I agree, No way it's as intended.
If you die without weakness on you the moment of your death, you will be revived without weakness being applied.
If you die with the first stage of weakness on you the moment of your death, you will be revived with the same weakness stage and its timer reset to its maximum.
If you die with the second stage of weakness on you the moment of your death, you will be revived with the same weakness stage and its timer reset to its maximum.
In short terms: the more you die, the more you're screwed. But a team with members dying without an already applied weakness will be revived to their full potential.
This is to allow smart uses of Healer LB3 (like in A4S), or to make a comeback after a small mistake, while denying absurd comebacks of people dying again and again.
So it's just very poor wording then?
Yeah if the person has any stage of weakness at time of death, LB3 rez will not erase it. It will reset the timer on that stage of weakness.
