I'm *slightly* exaggerating with never, but even if you manage to shuffle it into an ideal 7-seal board like below you only have an 8% chance to get 3 lines (6/9 spots work for the 8th seal, and then only 1/8 spots work for the last seal, 6/72 = 0.08). Personally I don't feel like the reward is worth the odds.

Obviously you still have to factor in the odds of actually shuffling into a suitable board and then the armor choices have to be something you want...

id assumed the seals were tied to the duties. so I cleared the 4 things down the left hand side expecting a line and the stickers just got dumped anywhere...

I find it hard to believe we need to remind people this isn't a single player game but here we are. 8% chance means nothing, there are thousands of characters per server so there should be several of these popping up.

And if it was a conscious decision to make this like this most of these will be junk by the time the communal prize choice rolls around to them. So tanks and drgs get first pick of these gears while they're actually useful, then even 4 weeks from now these will be a whole lot less worth it. So it's either a glitch or a terrible idea.
