This is simply wrong. If we put 1 crit = 0.2 Int, which seems to be the general consensus, then 70 Piety points is worth 70*0.2 = 14 Int points, which does just barely scrape over 1% of current Int values. However, you simply DON'T need 70 Piety to do any of this. As a mooncat I have 47 on my relic to do guaranteed B4. We'll round up to 50 because of other races, though the discrepancy may be larger for some. 50 * 0.2 = 10 Int, which is NOT 1% of current Int values. Further, that's only for guaranteed B4. For guaranteed T1, you're looking more in the 20-25 Piety range, which 25*0.2 = 50 Int, which is DEFINITELY NOT 1% of current Int values.

It's an approximately 40 pps difference between B1 and T1, before factoring in any of the probabilistic maths surrounding procs. It is mathematically superior to cast T1 instead of B1, especially if the cost is a few piddly points of crit.
