The keys here are Balance and Choice.
The extent to which a player can be PLed should not be so potent as to make it a primary, expected occurrence in the game. At the same time, friends should have the ability to participate in it.
If a couple of friends feel they do not care for mid-level content and wish to access endgame content together, they should be able to expedite their way there. This doesn't mean people will all suddenly rejoice in their lack of care for mid-level content and simply ignore it. Everyone can play as they choose.
In the end the most destructive outcome of PLing would be it becoming a central point of the game, replacing grind parties altogether. This, again, comes back to how it is balanced.
