Yes, it's intentional. They've already cut down a lot of the animation delay on it, it'd be nice to cut out more but I doubt they will. With practice you'll get used to using it early and won't have to worry about wasting it on yourself with full HP while your tank eats dirt.
Just need to react a bit faster. I know it's terrible, I've had Benes thrown at me and I died before the healing registered.

The delay itself isn't bad, but having the CD munched when it goes off on a dead person feels super awful.
I wonder, if while casting Bene and your target dies and it redirects to the healer, it could just cancel the cast as it lands. That wouldn't be too hard to code.
Yes, the delay is instentional.
Simply because there is no cast just a animation, by default if you use a Ability into a target that is unable to be used and it can be used on yourself, it will instantly redirect to you. This is because how things happen to appear on player's screen aren't what the server register that its happening.
Always approach skills like this with a 'it's better to use it too early than to miss the chance' mentality.
Emergency heal, more like sparkly death button.
The delay is intentional just like Hallowed Ground. You ideally should plan the timing use of it. Such as taking advantage of keeping the DRK at 1 or lowest HP as possible in living dead for invulnerability. The best thing is skill works great in cleric stance.
