See, and this is the other headscratcher for me. Unless the devs intended to completely redesign the Ramuh Arbiters (which as it stands, looks egi-esque save for not being as glowy and gummi bear-y as the rest, and I will be 100% surprised if they don't at least reuse the model's shape anyway), I wouldn't think there'd be much left to do. Perhaps I'm over-simplifying the work involved, but I would think they only need to re-design and possibly re-name 3-4 tab icons for the egi skills (heck, Garuda's Shockwave's art entails someone being struck by green lightning, and Contagion just looks like a generic ACN silhouette with a blue glow). Reuse some lightning animation effects (there must be, at this point of the game's life, dozens to choose from), and that's basically a Ramuh egi glamour over Garuda.
That's why the only excuse I can give them is that they are waiting until they can release many at once, because the alternative is a bit mind-boggling, pending what part of the dev team is actually responsible for new egis.
You are. From what they've said it sounds like they want the glamour to be able to perform all three roles. It's not as easy as say Ramuh playing Titan and just using his moves. They don't want to be that lazy.
So for the glamour to actually work they need to develop the ability effects and names to be a proper comparison to all 3 pets within the game currently and not just replace a model over a pet and call it a day.
They could just have Ramuh and you continue to use Titan's names moves but that would just look tacky to see Ramuh but close range using earth based attacks, they want to have the glamour be more in line with the egi you are using.
That just sounds like the devs biting off more they can chew for no reason. I'd make more sense for some primals to be only casters, some to be only tank, some to be only physical. This is exactly why they won't give us cross job glamour, so they'll do that for 1 thing, but not the other for reasons? You are. Really? I don't recall them saying they want every egi to "do it all." That seemed like wishful thinking that may have come up during speculation.
I've thought about this, and as "cool" as it sounds, I see potential issues with "any egi can be any role" that I'm hoping the devs consider and catch if they're brave/ambitious enough to decide to go down that route.
Potential issue being people other than the SMN have no way of identifying if egi in question is "set" as the tank pet or melee pet. Like, a particularly bad tank might accuse a SMN of having their Titan egi (glamoured-over melee pet) steal hate from it. I don't know if the developers want to create ambiguity as to what type of pet the SMN has out (they flat-out said they don't want glamours confusing players about what job they're playing, so yes, that is a thing). For the sake of simplicity and time, I'm guessing that any new egis would be locked into a predetermined role slot. It's so much easier to see Titan/Shiva egi out and know "he/she is using a tank pet," Garuda/Ramuh and know it's ranged, etc. than leave everyone else guessing.

If the system still limits us to "roles" then the whole thing is a waste. Hopefully its being designed to allow all egis to be glamoured to whatever we want. The whole trinity system for egis is beyond stupid in the first place.
I think they're just going to keep putting it off until people forget about it imo.
I'm eager to hear how they explain away the lack of new egis in 4.0 myself considering we'll be so strong by then the whole "you're not strong enough" argument will be moot.
I would definitely have considered taking a break from the game if Carbuncles were still nonexistent, but they're apparently going to be adding a new healer to the pool of viable choices in 3.4 (Nocturnal Sect Astrologian), so I'll be sticking around to see how that works out.
I'm still hoping that they surprise us next week though.

IIRC, they said there was 2 parts of 3.4, maybe we have only seen part 1
