I may have become stupid in the time I haven't played this game, but shouldn't the PPS be identical between those two?

They are, the difference is only if you get a proc.

It may technically be outdated, but will 45 or so potency difference between Flare and F4 in the opener actually matter at all? Other than min/max, of course.

Does doing more DPS matter at all? Of course it does.

Garotte14 just organized in a way that makes easier to handle the proc. And yeah the potency makes a huge difference when its under Intelligence Potion and Raging Strikes (Foes, Trick Attack and Litany too).

There's absolutely no reason to have Ley Lines so late. I recommend precasting Ley lines. It adds more potency per second.

Wouldn't it be better to move raging strikes forward in the opener a little? so you can snapshot t1 still? I guess all that would be looking at is what is more potent, a RS> 1AF F3P vs. RS> T1

Your fire 3 proc in af1 is more potent than anything except a full duration t1, so you're not only delaying rs by 1 gcd (dps loss in itself), you're lowering the potency of the opener about 40% of the time.

Unless you have enough piety to cast a 5th fire 4 in your second AF3 cycle it adds 0 benefit that I can see (aside from ease of movement)

The main purpose of precasting Ley Lines is very simple. It's one less oGCD that you have to cast during your opener. Saving .5s when all of your buffs are up plus all party buffs like Battle Litany, TA, etc. is so good. I can't stress this enough, your opener is so important for DPS. You want to squeeze every millisecond out of to put you in the best position to sustain a high DPS.
