I don't think this is correct, I catch Thaliak Caiman all the time on Precision, and that definitely a heavy tug... I'm not really sure what the difference really is between the 2, but I have tested the heavy/light tug concept

Patience I / II : Increases HQ chance, while reducing success of catching a fish by 40% (Inefficient Hooking).
You can use that, and just normally keep fishing. Just means Fish are 40% more likely to get away (while having higher HQ chance).
Now 'Powerful Hookset' and 'Precision Hookset' negate the 'Inefficient Hooking' for the one pull they are used on, -if- it's the right skill for the Fish.
Usually Powerful is for big/heavy fish and thus strong tugs, while Precision is for smaller fish and thus light tugs.
The Fish can still be caught even if you use the wrong hookset - just has 40% extra chance to get away.
(Some people also say that inefficient hooking doesn't matter if your gathering stat is far above the fish, but I'm not sure about this.)

Maybe not the OP, but I found it very useful as I levelled fishing just before the last patch and reading this thread helped me see that I had misunderstood the difference between the two hooksets. That tooltip could do with some revision imo.
So yes, old information for some, but still relevant
If on ps4 (or pc with controller) turn on vibrations. If one vibration, precision. If two vibrations, powerful. If earthquake vibrations, powerful. Neat right? :]
This is nice to know. I've already given up using Patience or Patience II skills, I almost always fail to catch anything when I use Patience or Patience II. I just don't know when to hit Precision or Powerful, I usually always fail and spent my time failing to catch anything until the buff wears off. On rare occasions, I'm able to catch something when I use Hook... do you know if there's a different vibration for Hook as well?
I'm a PS4 player and would like to understand these fish skills better. Thanks!

Hook simply reels in whatever you've caught. Precision and Powerful negate the penalty associated with Patience/Patience2, making them a generally better choice when using either Patience.
General rule of thumb seems to be :
Small vibration : Precision Hookset.
Large vibration : Powerful Hookset.
Medium vibration? Take a wild guess, and try to avoid falling into the 50-50-90 trap.
