If there's only one per housing region and not one per ward, I wonder which ward they're going to put it in then, how would that even work?

if its only the size of a fc room whats the difference between one of those vs a apartment.

It's not attached to a FC so you can move FCs as much as you want without losing your room, and also you don't have to worry about your FC just kicking you out at any point for any reason (not saying yours in particular would, I just mean in general)

From what I understand (based on what other people have said) it sounds like it'll be in ALL wards and all entrances lead to the same fixed structure. But that might be completely wrong!
