1 building per ward would give a hella lot more rooms than probably there is players on each server anyway so seems unlikely. Its very probable that the building is a ward on itself which will give this upgrade.
Still not good enough. I still can`t understand how everysingle MMORPG out there can handle housing better than XIV considering they have much lower budget... Or do they? Maybe this is just all proof that SE isn`t supporting this game anymore and they are working on a very limiting budget.

FF:ARR was never expected to be such a huge success as it has been and was developed within 2 years, I think. So I am thinking the infrastructure/ coding was never meant for such a massive player base, so now they kinda have to make due with what they started out with.

If it really is only 1536 apartments per server, then they really dropped the ball. I'm going to hold out hope that this isn't the case, though. As awful as the housing system in this game is, it does seem like they're listening to our concerns and doing what they can to give us more options. Hopefully they'll give us some clarification on how this is going to work before the actual patch comes out.

While that would be good for Balmung, it'd be overkill for every other server, and considering how they're always talking about "data limitations" I don't think they'd go that far
While I see your point, FC houses each have limitations of 512 rooms per house. Granted not all of those rooms get used, but they're there. Giving us 512 rooms per apartment per ward would be just like adding one more FC house to each ward, which likely wouldn't take up that much data, especially if all of those apartments aren't used.
Not saying this will be the case, of course. Only time will tell.
Actually, if it was per ward, it would be over 36k apartments (remember, there is 12 wards and 12 subwards, each having the same building). This brings the number to more than enough for each server.
Well since it does not have a garden or stable I am not really sure why they did not just instance them completely? Like 1 house and unlimited instanced rooms in it? You could still have that one room where people can meet and one hallway with a door that gets you to your room. They could have made different prices like 1 room for 500k, 2 for 1 million and so on, so people could have bought more rooms if they wanted to..with instanced apartments anyone could buy them even if they already had a house or a apartment in another city. (Was looking forward to gaining more nice rooms but since its limited I wont take away the rooms that others need more.)
But somehow they are still limited..X_X I really don't understand you anymore. After all those complains and after what happened with people buying houses just to sell them you still hold strong to that limited idea. It would have been the best chance to introduce instanced housing and at the same time keeping your old system for the "real" houses.
And about "people could just buy FC rooms": Not every FC has a house and not everyone wants to sink in 200k only to loose the room if the FC disbands, kicks you or you leave. (And loose some rare items too)
And did they not talk about Ishgard apartments some time ago? I mean I am happy that they are at least in the other cities but Ishgard housing was something a lot of people probably looked forward to.
