Ok so I PAID 16€ for Sleipnir and it doesnt fly....

Except that Sleipnir could fly in mythology and he had no wings but did have 8 legs. It could be said that the extra legs gave him the power of flight but it's usually suggested that the extra legs allowed him to run faster & leap into the air, rather than causing the flight itself.

Well if he had been designed this way i won't say anything but here it just looks like a normal horse....

He's also part of a Primal, so it's not entirely stupid to give him the ability to fly (compared to the turtle, Fat Chocobo's and Fenrir).
