To answer you, Blizzard II is completely useless. This is a Summoner AoE filler spell, not a Black Mage spell. It might have uses in PvP to bind but that's about it. It might be useless to spam B2 for easy gold on Yo-Kais fate. If you like to work on events and not enjoy them lol.

In raid content, it is completely useless. I don't even have it on my bars.
The correct BLM AoE rotation does not use Freeze or cast a single Ice spell. Freeze is mildly useful sometimes in PvP. Outside of that, it doesn't need to be on your hotbar either.
