When it comes to refusing duels, I think the main concern would be with trolls abusing the system. Imagine having to hit the 'duel refuse' option dozens of times while some jackass follows you around requesting a duel over and over and over and over and over again. It wouldn't take long for that to get really annoying.
'Busy' status wouldn't work either, because that status also shows up on your FC list, Friend List, and your linkshells. So, more social players who might have friends looking for them will also get the busy signal, and you'd have to explain that no, you're not actually busy, it's just that you're trying to avoid duel spamming trolls.
There's also the added issue of figuring out how to implement duels in areas in which you can, potentially, get aggro'd by open world enemies or suddenly become involved in a FATE. Duelers themselves could end up getting trolled by spectators who decided to kite a few mobs over to them to mess things up with AoE dmg. Level sync popping up in the middle of a fight would also be annoying if a FATE spawned nearby. It would be even worse if you happened to already be at the recommended level for a nearby FATE, because you'd automatically be included in it. That's also not including all the little adjustments they'd likely have to make to things that we don't even think about, like open world mount or companion rules and player targeting parameters ... It's things like this that have probably been the biggest factors contributing to why SE has been so against dueling in the first place. It's just a lot of background work that we don't necessarily see or know about.
That said, I don't think it would be terribly difficult for them to simply include a check box somewhere that denied duels, specifically. Assuming that dueling is kept specific to Wolves Den Pier, I think it would make an awful lot of sense to include this option in the PvP tab or our character menu, for those of us who aren't interested or are otherwise occupied (such as with a queue, or already spectating another duel, etc).
You have been playing the same game as I have right? SE has trouble with the simplest of things that other MMO's have on day one.
Sadly I know that detail so, yeah: I still can't queue dungeons with my chocobo out after 2 years!
PS: I want to let you know that I wasn't attacking your comment itself and as a matter of fact I agree with you on SE being kind of weird when it comes to simple addition. Infact I find very amusing how the simplest additions tend to be implemented in the most unnatural way possible (for example my sister was looking forward to chocobo dyeing, until it turned out to be a mess that turned her off immeidiately)

I'm pretty rusty though. Someone better than me confirming would be great.
EDIT: Looks like someone said something similar on Reddit, I am a bit more confident in this translation now.
(Not limited to BLM) Players have felt stressed over the time for which they are stopped, so we're thinking of reducing CC duration as a whole.

That's a scary thought, because it means that Pld can also be on the chopping block. I know that a Blm/Pld party can be absolutely horrifying to deal with (assuming they're organized), but good CC is half of Pld's overall utility. Without any compensation to balance a shorter stun duration, then the choice between Pld and War would become one sided. This is especially the case when you consider the type of party proficiency that is required when a Pld is in the party. Getting a dps team who can nuke a target in 7-8s is like winning the lottery right now. I can only imagine how frustrating this will be if that time is reduced, not to mention the rage that people will spit at Pld's for 'not doing their job,' because you know that the majority of players will not have read the patch notes ...
Please nerf:
- PLD stun duration.
- DRG burst.
- BRD and MCH burst.
- BRD and MCH bind & heavy.
- WAR reflected damages.
- PLD's cover ability, whatever its name.
- BLM sleep(s).
- Pacification from PLD and MNK.
- Tank & Healer duo keep stealing base in FL, should be nerfed.

Pretty much cant do much afterwards
Its not even hard to countet dragoon
Blood for blood is 30% damage suffering like if ur not focusing dagoon when they pop it thats ur issue for not focusing them
Bard all u gotta do is esuna dots... like its not hard to know how to do these things..
