Because your queue prompt is what the penalty effects, which PotD still prompts despite you not going through the DF. Basically, the penalty is for anything you have to queue into.

Here's how that logic doesn't work, everything in this game outside of fates and open world content is accessible through a queue. However, with a penalty, a player can still queue for a Chocobo race. This is queued instanced content as you can be matched with other players or end up against AI. There is really no excuse as to why a solo run of PotD should be impacted by content that requires 3-23 other players when it was built completely outside the fundamentals of DF based content.

It's this content shouldn't use DF rules because we don't queue through DF to start this content. Just like I said with Chocobo Races that still uses a queue, a 30 second timer and you get into a race, you have a penalty from DF, you still enter. Each category of content should come with it's own penalty, if I quit DF I get a 30 minute on dungeons, primals and raids, if quit PvP I should get a PvP lockout, if I quit PotD I get a PotD lock.

It's you that's completely missing the point.

Why should someone be inconvenienced and have to replace you in Duty Finder because you want to do PotD? It doesn't just affect you. Again, it's a punishment. You don't get to pick and choose what content you should and shouldn't be able to queue for with a penalty.

Except it does use DF. It just doesn't get selected through the DF. It bypasses the selection screen, but shows the Commence screen of the DF. It is still using the same queue system, so those rules apply.

Chocobo raves start at intervals, collecting all humans for that queue at the time of the interval.
Palace of the Dead queues like DF. It isn't the same at all.
