    I'm going to say it's likely 2. They listen, but they listen to stuff that is irrelevant and not exactly necessary.

    This... they give you the illusion of asking them, but they ignore the really important questions, such as bug fixes, broken systems (Looking at you, TT tournament) and things that are vital to the game's enjoyment. But they gloss over them, and respond about things like 'Hey why isn't there a wink emote in this game? MUH IMMERSION!" and it's like, yeah, that's great. We have a wink emote now... but we're still sitting here with a bunch of stuff that needs fixing but is being ignored because of things like this...
