    Xande and Cloud of Darkness are rewritten. They share the same appearance, but their backgrounds are different. Xande was the emperor of Allag and feared his death would have his accomplishments fade away with him (whereas in FFIII, he just didn't accept that mortality was his reward or something and Cloud of Darkness coerced him to do the bad things), hence why he sought the Cloud of Darkness.

    Triple Triad card for Cloud of Darkness: "One of the undisputed rulers of the void and an entity of immeasurable strength, the Cloud of Darkness occupies the highest rung of the hierarchy of twelve. This terrifying voidsent entered into a dark covenant with Emperor Xande of Allag in a bid to invade the physical realm."

    Basically, for a "cameo" appearance for a character like Kefka, they'd have to be given a different background (which could mean everything you love about Kefka could/would be absent) to make sense in FFXIV's world.

    And that right there is probably one of the reasons why Yoshida is distant about reusing characters with established histories. Xande and the Cloud of Darkness didn't have much to them, so they were easy to rewrite and fit into FFXIV's lore. Someone like Kefka? Well, I am not sure how they could retain the qualities of a lunatic clown man drunk on godhood without completely destroying his character and keeping to the lore of this game (frankly, a character doing stuff for the lulz in a setting like FF14 just wouldn't jive with me). The moment the devs rewrite Kefta into anything else, the fans are gonna go up in arms with torches and pitchforks.
