Krille and Y'Shtola seem to be from the upcoming "The Rising" event (whenever that will be) as the final quest rewards of the event

All the quest information for the upcoming event was data mined just like the pictures of the minions (hence the picture in the OP) so the moogle mount will not be part, it is a 3 part quest first part rewards a music scroll the second quest 3 fireworks and the 3rd quest the 2 minions. The moogle mount (Fat Moogle Bugle) has no obtainment flags which in most cases no flags = cash shop. If it is obtained via in game its quests and the like have not been added yet and it wont be released until 3.4

I figured they finally gave Thornmarch (Extreme) a mount drop, but I imagine they'd have announced that...

It's either that or it's another mount from the moogle beast tribe. After all moogle outfit already exists so they can't add it to the shop like they did for the vanu/vath tribe.
We'll probably see it in 3.4.
