It 'was' a grey area, it is not anymore. All GM's have been given clear guidelines on it now as to it breaking the ToS. In the past there was conflicting GM statements because they were not all on the same page but now they are.SE doesn't operate in black and white terms they have lot of grey areas that allows GMs to act as needed. Also I would think they would look at what considered a exorbitant price based on what house sells for from the game system not what you spent (the 100 million as another person said) on decorations or what not.
