This IS reportable, I once reported someone for kicking me because they weren't happy with the fact I was spiritbonding in a dungeon although I met the item level requirement before queing (no, I didn't change gear after entering the dungeon and my DPS was absolutely fine).

I explained all of this and the GM's looked into it. I don't know if they were banned though as GM's don't provide you with that information.
