Yes, so I don't have problem with give him USD.
However, I'm sure he will explain to other, "Keiro(Me) paid me the transfer fee to come to this sever" for sure.
Since, I'm typically hated by some people and they may report me as I performed RMT or something like that is I currently aware from.

There has to be some proof or paper trail that you paid money for in game items or gil which is not happening. You are free to give you friend money in RL for to do w/e they want with including using that money for transfer. SE nor people that hate you can control what you do outside the game.
