I thought it was common knowledge that the next expansion was going to be announced at fanfest.

Hate to break it to you all but Kotaku wrote up an article signaling that he has indeed stated that the Expansion will be announced at the Fanfest.

Worth noting also that based on what Yoshi is saying in that interview it's likely we'll actually get the expansion sooner than expected. Heavensward was delayed substantially for various reasons whereas 4.0 seems to be very much on track with an optimised production schedule. I'm not really that excited for 4.0 because of Heavensward... Hopefully they can showcase something new with it, but Heavensward stuck to formula too much, stuff like Diadem and FC Airships just fell completely flat... Hopefully Palace of the Dead can be different, and 4.0 can have something like that at launch, but right now I'm not expecting much... I expect they'll just reset everything, rather than keeping up this momentum...
Drop FATEs from 4.0 entirely and give me Campaign/Besieged instead, and I'll be hyped as f*ck though... I mean, a trailer will drop and I'll probably get hyped for the story alone, but if it's just "Lv70! New dungeons! New FATEs!"? Meh...

5 month difference.
Yoshi has said that they've learned from 3.0 and streamlined the process so they are working more efficiently this time. 5 months again is the maximum expectation. 4 months is probably most likely, 3 is optimistic.
