Removed from MSQ, but still behind a story questline you have to do to unlock them.Except they aren't. SE are slowly removing duties from the MSQ to make it faster to start the content you want to do on patch days. Yoshi-p confirmed that during a live letter for 3.2 when players asked if we would have to do the MSQ for Sephriot.
Only time we'll get a duty in a storyline now is if its dreadfully important to its story like Sohr Khai and Nighogg
The lack of quests for him in 3.0-2 probably would had been a clearer sign of that... Then the backlash for his lack of inclusion is a sign of th e reverse.People would still need to unlock them, though, for the rewards that they would no doubt offer. I'm no fan of Hildibrand, personally (I think he's ridiculously overrated and repetitive) so I'm hoping the shorter quests is a sign that he's fading into obscurity. I'd prefer to get Hildibrand quests every other patch in favour of more variety where side quests are concerned. More delivery quests to flesh out NPC backstories would be pretty sweet.
I do agree that we need more Moogle quests there are plenty of NPCs whose stories need to be told. Verdfolnir, the Miqo'te orphan, the two Lalafells on the opposite sides of El Collosso, and quite a few of Rowena's employees (and Rowena herself)
The fact that we've only received 4 quests in HW Hildibrand questline so far makes me feel like this is the case. Might be an unpopular opinion here, but Hildibrand in Heavensward has been incredibly underwhelming to the point where I feel like it was just a last minute addition because people asked for it.
Hildibrand should have been retired after 2.5 I think.
You can tell in the HW quests that the writing doesn't have the same amount of charm as it does and because of how short they are it comes across as the dev didn't really want to work on them. If his story was done it was done, bringing back characters because of fan demand is never always a good thing, 2 quests in the new Hildibrand quests and I can already tell it's stagnating, the jokes have been done before in 2.5 just let the gentleman rest.
I hate it too. It's just something the reddit community has been forcing (Why I avoid that place because of dumb memes) It was cute at first but when everyone starts saying it it does get a bit annoying, the only nick name I give him is Gilga if I'm typing a quick sentence.
Hildy Series was not going to end in 2.X as a Dev Rep did post on the forums that they already had plans for the next Season of Hildibrand during 2.X. However, their original plan wasn't for it to be released in 3.X from what was said they felt a new side story would be better for 3.X. I am guess Hildibrand Season 2 was originally planned for 4.X but due to Scholasticate ending up not being the type of side story people wanted to replace Hildibrand until Season 2 was released later Hildy was brought back sooner than originally planned.Hildibrand should have been retired after 2.5 I think.

Hopefully this does not also hamper the real Season 2 of Hildibrand in 4.X but we can consider this more as a "intermission"/Filler mini-series considering how short it is before the real Season 2 is released.

Just plop in Kefka as a Hildy Trial.
1. The only fanservice trials involves chaartcers that are more "generic" or "recurring" then a previous game's villian.
2. Xande and Cloud of Darkness aside, they never put in these villains, adapted or otherwise, instead have Garlean generals be expies of them
3. In relation to point 2. Regula van Hydrus is expected to be a kefka expy
