My server has at least two of them.
Would it be a bad idea, besides breaking the hunt lore, if marks re-spawn timers were converted to a personal cool-down, like this:
A Ranks: re-spawn immediately in another random location. If you previously killed that mark in less than 3 hours, you don't get any rewards, you can't attack it, even if you're in a party with somebody "open".
S Ranks: can be re-spawned with their regular method or re-spawn automatically for those who pop alone while time/weather allows it. Same personal cool-down of A ranks, but longer (72 h?).
