So there's a "Square Enix" sale on the PS Store right now. The bundle containing the base game and Heavensward is there for $20, and the base game is there for $10. Heavensward alone is not on sale, and is still $30.

Except if you already own the base game, it will not let you purchase the bundle at all, and you must buy Heavensward separately. I don't know whose fault this is, but great job.

They are trying to entice new players to increase their player base. Lot of game companies do this, they will put the bundle on sale but not the individual expansions/DLC to entice new players to start playing the game.

Sure, but normally in those cases you can still buy the bundle to catch up on current content and get back into a game. Here people who have already bought the game once cannot buy the bundle at all.

That usually for PC gaming or disc version for console if the codes are individual. PSN digital works differently.
