Not always. I don't mind getting divine breath from healers its just PVE raise I never want and will decline if I notice the subtle effects indicating it (though most of the time I dont so I end up declining all raises unless I know the healer and know they wont waste my time with PVE raise). You can have the best healer of the data center on your team and still die because of your own actions its definitely not a matter of "I died so healer you're bad." Its just easy to blame them.
Anyway raises probably still isnt a good metric to base progress on healer gear on since it can potentially be exploited in the sense of purposely allowing your teammates to die just so that you can raise them and have progress on your gear/weapon (though that wouldnt be a foolproof way to get progress either since any one with half a brain will notice what you're trying to do and decline all raises to halt your progress lol.)
I only said raises as an example, i would have said heal% but that would mean it would have to be a high amount. and yes they can be easily exploited, aha thanks for that! i didn't think clearly on that one XD
also yes, sometimes a raise can be useful depending on the situation, etc. <:
