I think you can, you just need to have the appropriate crafter at a high enough level and dark matter.

I do hope 3.5's 24 man is on a similar or perhaps even a bit higher difficulty level. I feel like Weeping City is on the lower end of Midcore difficulty. Maybe we can get them to buff Weeping City?
