    I think part of it has to do with it not being a separate zone. Since its part of Mor Dhona and with how many limitations and server issues and other issues(we won't talk about because it just leads to people saying its not true and get really mad) we already have I just don't think it was possible for them to continue. With idyllshire they can do much more since they decided last minute to make it a zone within the zone. As much as I love open world and zoneless areas I enjoy seeing the rebuilt of these areas and still wish Revs Toll would be fully done one day.
