What happened to the new Grand Company items/gear in 3.3?

From Live Letter XXVIII:

A: There were some setbacks in the planning stage, but we're expecting to have this ready for Patch 3.4 as of the current schedule. However, I cannot make any promises as to whether they will be able to enter dungeons alongside you at the time they are added to the game. We're also planning to unlock the first lieutenant rank for Grand Companies at the same time. These ranks will not be ready for Patch 3.3, although there will be new Grand Company equipment.

In regards to companies, we will be adding new items that can be purchased from grand companies in Patch 3.3.

The post you're replying to is also talking about the new GC gear, pointing out that there's different ways of reading the sentence from the live letter

There are new GC items, specifically the new Althyk lavender seeds and the Voidrake seeds.

But none of the gear they mentioned or a new rank. Maybe 3.35? Semi-related, I really like the immortal flames coat in the concept art, me wantie.

Not really. They show off concept art for gear that doesn't come until way later all the time. For example, they showed off "AF2" Esoteric gear long before Heavensward was even announced. This is par for the course for SE and something they've been doing since Live Letters were a thing.
