You can't take the existing housing and make it instanced. It's literally built around the idea of neighborhoods, and so each housing ward is a zone instance. To instance the existing housing you'd have to junk the entire system, and that's not going to happen. What is going to happen is that they will be adding approximately 512 instanced private apartments or condominiums to each housing ward/sub-division via a new form of instanced personal housing. Think of it like an enhanced version of the FC personal Chambers. With that addition and a new housing area based (presumably) in one of the Heavensward zones (connected to Ishgard), there should be housing for all, with housing for all manner of budget also.
Then read my comment and you'll see that instanced housing and a completely new housing area are coming to the game. I've played since Beta phase 3, and I was fortunate enough to save sufficient gil to obtain a plot when the first wave of auto-demolition happened. It cost me a night's sleep, but patience paid off. I realize that the supply is limited, but for anyone that has been waiting for 3 years, there have been opportunities to obtain housing. However, fortune may not have smiled on you. In which case, I would hope that some of the upcoming additions to housing will help.

It does, but not in the immediate term.
The apartments will reduce the demand for full size houses, as long as the gil prices are appropriate with apartments being cheaper. Also, if the apartment offers some kind of distinct advantage or additional function that personal homes lack, some players my give up their home, I know several who barely use theirs and might consider making that jump. That may result in some plots being given up. Auto-demolition will clear some over time, and the new Housing zone will clearly open things up too. I know it doesn't help in the immediate term, but in all honesty, there are two ways forward, the course SE has already plotted, and a complete housing re-implementation. A re-implementation would take much longer than the existing plan, and possibly delay work on elements of the next expansion.
Ideally, FC housing should have been the current housing system and personal housing should have been the Apartment concept. But players pressured SE into jumping early, and so they re-purposed FC housing for individuals. This was, in retrospect, a poor idea. However, since the game is live, all they can really do is move forward with what we have and expand/enhance.
Realistically, venting here about it, is just venting, it can't and won't change the fundamentals of the system. Patiently working within the system does pay off in the end, but it sure doesn't look or feel like it right now. Of course, the periodic property rush of trying to buy a plot when they spring into life doesn't help, nor do property speculators blowing millions upon millions of gil to buy more than one plot with the intent of 'selling' them later at a huge profit. Actually making a policy regarding multiple plots (for Personal Housing) per account, and limiting it to one that is shared across the account, would be a huge improvement to the system as well, and free up some plots.

No it doesn't it would require people to give up houses that they bought possibly spent money to furnish and move into what looks to be the equivalent of a FC private chamber. Don't see that as a solution to the lack of housing issue.
Edit: Went back and read your edited post and it makes more sense now, please forgive my salty attitude, it's difficult watching a dream get clubbed to death like a baby seal when you've been working hard to make that dream become a reality.

This doesn't change the fact that in the 3 years of waiting for new PLOTS, we've been promised more things that haven't come out. They've delivered more plots. this is the third time the number of plots has been increased. You haven't waited 3 years for more plots because housing wasn't implemented 3 years ago. If you've been waiting for 3 years, did you have the gil needed for a plot available every time plots were made available? If so, how did you miss out on purchasing a plot? I'm on Behemoth, it's relatively crowded, and even the auto-relinquishment wave lasted beyond a few hours depending on the size of plot and ward you were looking at.I'm not getting into this, I read your comment or I would not have posted. You've known ever since personal housing was implemented that it's not instanced and so there is an opportunity cost if you do not take the opportunity to be there when plots are made available. I'm not trying to be unsympathetic, it's just that everyone who's played for 3 years has had more than one chance. I'm sorry you haven't succeeded in getting a house yet, but as I have said, there are changes on the way, and this introduction of additional wards/subdivisions today is part of that.
It remains to be seen how the apartments work/look. There is no reason they could not be the size of a small home inside. They will clearly lack an exterior, but we don't know how communal chocobo stables and possibly gardening will be implemented. It could be as simple as a re-purposing of the FC private chamber system - which would be the easiest way to handle it, but even if it's that, there is nothing to stop the Apartment chambers being multi-level. If it's just FC private chambers with another name, it's a wasted opportunity for sure.
